No one. There is no individual person that can be labeled the Greatest. You can have an opinion of who is, but statistically it can't be proven. You can't go by record sales because those aren't based off of talent, they're based off of popularity. BUT, for shits and giggles, I'll say Rakim.

BIG is overrated, so is Pac. Love em both, but I don't think they're that hot lyrically. Shit, I'd pick Jada over both of them.

Yeah, I said I'd pick Jadakiss as the GOAT before I'd pick Biggie or Pac. I don't know why yall hype those two up so much. Half of Pac's albums are garbage, especially his posthumous ones. Biggie only had 2 albums out while he was alive. And yall want to call them the GOAT? How can you be the Greatest of All Time with 2 albums??? They are both very talented artists and I own all of their albums, shit I've bought All Eyez On Me 5 or 6 times because the discs kept getting scratched. But when you lay their whole careers out under the microscope, I just can't find anything concrete enough to label them the greatest rappers to ever pick up a mic. Pac was great with emotion and sensitive subjects while Biggie could rip dudes up with ease. But Jada can do both with better lyrical content. Jada is clearly not the GOAT, but I do think he's a better lyricist than Biggie or Pac. But I do enjoy Pac and Biggie albums more than I do Jada's. Jada seems to save his A game for the mixtapes or something, kinda like Fabo and Lloyd Banks lol. It is sad that Pac and Big didn't get the chance to mature more as artists. Big would be a fuckin monster by now and Pac would probably knock all that Soulja Boy bullshit right off the charts.
