pac was good for his time period but i wouldn't call him the best now, he was a simple writer even some southern rappers write more complex than pac does now
if he was still living and elevated the way rakim and kool g rap did i'd say he was one of the greatest, but his style is outdated
and instrumentals do play a part in how good an emcee sounds, kanye west is a good example he's an average rapper but always spits to dope beats, game too... his album had some bangers and hes complete garbage as a rapper so people called it a classic....
for the best alive i'd say rakim, kool g rap, or jay-z
