okay first make sure that ure not on the mulittrack by pressing the button in the top left below file to select one track then make sure it's not paused it has to be stopped before u can apply any effects to it

didn't notice this earlier but you can add effects in the multi track view too on each track section theirs an "FX" button you just click that who would've thought...
