Maybe the Chinese government will use some of the other money they steal from Yao (being that he is a Chinese national, and therefore, communist property) to help people.
Though "government" and "helping people" rarely go in the same sentence in China. Unless by "helping" you mean murdering dissidents and selling their organs.
