It doesn't really matter if they are the same person or not. Both accounts are allowed to participate on the site as long as they don't vote on the same battles. We've had situations like this before and this is the only solution.

i think that until one of them posts from a different IP or something on a regular basis while the other one is on they shouldnt be counted two different ppl

Subsist. I'm not trying to run them out of the site. I just want that be known right now.
But they won't get away with posting on the same IP, 13 minutes after eachother, voting for the same guy in one battle.
